The Hambledon Greening Campaign now has a thermal imaging camera. It can be used to find where your house is leaking warm air to the outside.
Efficient double (or triple) glazing can make a big difference. If you are not allowed permanent double glazing, even removal plastic "double glazing" can make a big difference. Thick curtains, draught excluders, shutting internal doors all help.
